Industrialized Tanzania are we prepared for Externalities?

The government of Tanzania is fostering into directing all the efforts and energy into making the country to bear a sphere of being industrialized but to the other scope of the agenda the externality on the state I don’t think if it been considered especially on public health corners affairs. To clear this doubt I would like to invite you my colleague to join hand with me in this discussion.
The industrial sector of Tanzania is comprised of manufacturing (53%), processing (43%), and assembling industries (4%). The manufacturing sector in Tanzania consists mainly of food processing (24%), textiles and clothing (10%), chemicals (8.5%), and others. But according to Tanzania Development vision (TDC) Tanzania aims to become a semi-industrialized country by 2025, for which the contribution of manufacturing to the national economy must reach a minimum of 40% of the GDP. That sound nice and require a kind of applause to the sector for aspiring such great achievement to the economy.
But on the other side of the coin the government is fixing a lot of effort in achieving this and the President is push to make all the affairs possible in reaching what we aspire. On scrutinizing the scenario I view this in the other side that Tanzania is still facing a great challenge with Liquid waste management as well as solid waste to some of the places now having increased number industries and their production without considering the protected areas as well as improvement plus effective means for waste management will make us to be against the sustainable development policy for Tanzania (SIDP) 2020 of which was enacted to make development sustainable.
And with this there will be depriving of the people with the right to clean and health environment as it has being pointed in EMA 2004 section (4). Moreover NEMC as a council to ensure effective environmental protection and sustainable development will sometime in some situation not work effective because all the eyes are upon industrialized Tanzania regardless of the externality to the environment and the health at large.
If at all most of the product produce are non-biodegradable like plastics (PVC),which pollute the environment at large and some have chemicals in their high concentration sometimes which cause some health problems to the people ,most under this are consumed goods .Some are radioactive materials. Some industries produce smoke at large and affect the environment  like cement industries near individual residences.
We this observation I think the sensitization should not only be in making the country to be industrialized but also the quality of the industrial products to the health of the people and the consideration of the externalities which are negative for that sense to the environment as well as individuals .We need industrialized Tanzania with effective safeguarding of the health of the people and the environment at large.
